A proper inspection covers the covering, every penetration, all flashing runs, the roof space from inside, and the ventilation balance — then tells you what is wrong, what will be wrong within a couple of years, and what can wait. It is worth doing annually in storm-prone areas and before buying a property. A survey that only looks from the ground, or only from a drone, misses the attic entirely, which is where the most useful evidence usually is.

It is a sales visit. That is not automatically bad, but the incentive is to find work, and a free inspection rarely includes attic access or a written report. A charged inspection you can hand to someone else is a different product.
Annually in a hail or storm-prone area, otherwise every two to three years, and always after a significant storm. The damage that causes leaks is usually invisible from the ground, which is exactly why it goes unnoticed.
